Is there a cheaper way for me to edit or create flash files than buying a $700 flash program?

Flash professional is $699.00 and I can’t find anything cheaper do edit simple flash files.

Flash needs to be converted to avi before it can be played with. Most people use WinAVI which costs about $40, but the one below is free. Once you convert the file to avi throw it into your favorite video editor and do whatever you want with it. As for creating a flash movie, the only way I know is with WinAVI or Allok and both cost about $40. It would be less expensive to upload avi to Youtube, then download your video as a flv file if flv is what you need.
