I am new in linux,plz help me.
For rar files you can install 7-zip (free to download from this link: http://www.7-zip.org/ ).
For chm files you can install xchm (free to download from here: http://xchm.sourceforge.net/ ).
Before going for the download check if they are available in the ditribution’s repositories.
Compiled HTML Help File is shown in the file type column.
Just like any Windows file type, just double click on it. It will open automatically with a program called hh.exe.
You may have to tell windows what program to open chm files with.
Open any folder, go to tools, then folder optins. Next go to the ‘file types’ tab, and find the extension CHM. The extension should point to this exe. (windows folder may vary)

file with a chm extension is a html help file. you cannot open it by double clicking.

Try these two solutions.
If you are using Windows Xp with SP2 ,right-click the help file which is not opening(.chm files) select properties and click unblock button if available.
and the second solution is:
If the path of the .chm file contains # symbol you may encounter the problem.Make sure you rename the directory whose name contains # in the path of the .chm file

A CHM help file has a ".chm" extension. It has a set of web pages written in a subset of HTML and a hyperlinked table of contents. CHM format is optimized for reading, as files are heavily indexed. All files are compressed together with LZX compression. Most CHM browsers have the capability to display a table of contents outside of the body text of the help file.
The file starts with bytes "ITSF" (in ASCII), for "Info-Tech Storage Format". The format has been partially reverse engineered and there are container and internal files specifications available.
On Windows computers, this help file can be compiled using hhc.exe, which is distributed at no charge with the html help workshop.
There are some open source tools which can read and explore these files (see for example xCHM, KchmViewer, GnoCHM, Chmox for OS X, Chamonix for OS X, Help Explorer Viewer, or the Firefox add-on CHM Reader), but they lack various features of the Microsoft Windows tools, most importantly a write support.
